Threat and Vulnerability Assessment

Threat/vulnerability assessments and risk analysis can be applied to any facility and/or organisation. The federal government has been utilising varying types of assessments and analyses for many years. This process considers the full spectrum of threats (i.e., natural, criminal, terrorist, accidental, etc.) for a given facility/location.

The assessment should examine supporting information to evaluate the likelihood of occurrence for each threat.

Risk Management

Risk management is the identification, assessment, and prioritisation of risks (defined in ISO 31000 as the effect of uncertainty on objectives, whether positive or negative) followed by coordinated and economical application of resources to minimise, monitor, and control the probability and/or impact of unfortunate events or to maximise the realisation of opportunities.

Risks can come from uncertainty in financial markets, project failures, legal liabilities, credit risk, accidents, natural causes and disasters as well as deliberate attacks from an adversary.

Investigative and Intelligence Analysis

A class of problem solving methods aimed at identifying the root causes of problems or events. The practice of root cause analysis is predicated on the belief that problems are best solved by attempting to address, correct or eliminate root causes, as opposed to merely addressing the immediately obvious symptoms.

By directing corrective measures at root causes, it is more probable that problem recurrence will be prevented. However, it is recognized that complete prevention of recurrence by one corrective action is not always possible. Conversely, there may be several effective measures (methods) that address the root cause of a problem.
